Norwegian-Russian Scholarship Scheme 2015-16

Introduction

This announcement of scholarships is based of the Agreement between the Norwegian Ministry of Education and Research and the Russian Ministry of Education and Science, dated 27th April 2010.

Norwegian scholarship schemes are normally closely tied to institutional collaboration, preferably with strong linkage between cooperation in research and education. Since the Ministry of Education and Research cannot instruct the institutions to accept a candidate within a specific field, this scheme is based on pre-agreements with defined institutions. The institutions retain their right not to accept a specific candidate.

The total amount of available student grants annually is 30, 15 within Norwegian language and literature, 15 within other subjects. Admission of a student for a two-year programmeimplies that the student is counted as grant recipient for two years, reducing the number of available grants the following year.

As acceptance of individual students cannot be guaranteed, it is suggested that the Russian Ministry of Education and Science recommends at least 20 students for language studies and 20 students for other studies, from which the grant recipients can be selected.

Norwegian language and literature (Article 3)

The Kingdom of Norway will offer up to 15 grants annually. Depending on the number of qualified applicants, some flexibility can be shown in the distribution of language student grants, within the total of 15.

 

University of Bergen

For courses in Norwegian language and literature, please under General study grant (Article 2).

 

University of Oslo

Level I, II, III and IV at UiO International Summer School, 20 June – 31 July 2015. Further information at: www.uio.no/summerschool(5-8 student grants).

Required qualifications:

  • For all levels: Minimum 1 year of studies in academic subjects at university level.

  • For level II, III and IV, document proficiency in Norwegian by submitting one of the following:

    • Certified university transcripts of Norwegian language courses

    • Test scores for Språkprøven or Test i norsk høyere nivå (Bergenstest)

    • Signed and stamped statement from a current employer or Norwegian professor indicating your proficiency in Norwegian

    • Applicants to Norwegian language levels III and IV must also write their statement of purpose in Norwegian.

UiT – The Arctic University of Norway

NOR-0100 Norwegian language, literature and culture for international students. 30 ECTS, Spring semester (5 student grants).

 

Required qualifications:

  • Minimum 1 year of studies in academic subjects at university level.

  • Requires documented level of Norwegian at level III. The students must have studied Norwegian for at least one year in their home country before they may attend the course.

  • Accepted documentation of level of knowledge is:

  • Examination in Norwegian from upper secondary school on the “Vg3-level” (“Knowledge Promotion” (Kunnskapsløftet) / Norwegian as a second language from upper secondary school on the “VKII-level” (“Reform 94”)

  • Level 3 examination in Norwegian for foreign students at Norwegian universities

  • Examination from the 1-year university college course in Norwegian language and culture for foreign students

  • Test of Norwegian, advanced level (known as ”Bergenstesten”) with a score of at least 450, or with “Pass” mark after the introduction of the new scoring system beginning fall 2009.

  • or documentation of other proof of Norwegian language skills on a similar level.

 

For specialists in Norwegian language/literature: Courses taught in Norwegian on Norwegian language and literature: (3-5 grants)

Studies at UiT Norwegian Arctic University for 1 or 2 semesters on conditions equal to that of a free-mover student. The applicant must identify relevant courses in the UiT study catalogue.http://en.uit.no/study-catalogue. 

It is the applicant’s responsibility that he/she is qualified for the courses to which he/she applies.

 

Required qualifications:

  • High proficiency in Norwegian language

  • Relevant university degree

General study grants (Article 2)

A total of 15 grants will be offered annually. The grants include 6 weeks summer school, open studies for 1 or 2 semesters, and Master degree studies. Depending on the number of qualified applicants, some flexibility can be shown in the distribution of grants, within the total of 15.

 

Narvik University College

2-year Master Programme in Satellite Engineering, Engineering Design, Industrial Engineering, Computer Science or Electrical Engineering. Starts in August 2015. The institution website is: www.hin.no

Oslo and Akershus University College of Applied Sciences

Studies at Oslo and Akershus University College of Applied Sciences,  on conditions equal to those of an exchange  student (4 student grants). Only in the spring semester 2016, limited to courses at the Faculty of Education and International Studies.

UiT – The Arctic University of Norway

Studies at UiT – The Arctic University of Norway for 1 or 2 semesters on conditions equal to those of a free-mover student (4 student grants).

Students may choose from 250 courses conducted in English. The applicant must identify relevant courses in the UiT study catalogue, athttp://en.uit.no/study-catalogue. It is the applicant’s responsibility that he/she is qualified for the courses to which he/she applies. 
 

Required qualifications:

  • For studies at bachelor level, minimum 1 year of studies in academic subjects at university level.

  • For studies at master level, bachelor’s degree or equivalent.

  • Additional requirements depending on the courses selected.

Applicants must provide an Upper secondary/high school certificate and/or transcript of records, Proof of proficiency in English, as well as a Bachelor’s and/or Master’s degree diploma and transcripts of records or equivalent (if relevant).

University of Bergen (UiB)

Applicants may apply for courses listed under «Courses for Exchange Students»: http://www.uib.no/en/education/50052/courses-exchange-students. 4 student grants. Among the courses are also subjects which may be eligible for support under article 3, Norwegian language and literature.

Required qualifications:

- For studies at bachelor level, minimum 1 year of studies at university level.
- For studies at master level, bachelor’s degree or equivalent.
- Additional requirements depending on the courses selected. Check the requirements in the course description.

Note also that some courses have limited capacity, and not all qualified students can be admitted.  

You must document your English language proficiency by presenting an English test:

TOEFL - Test of English as a Foreign Language:
•          minimum score 550 for paper-based test
•          minimum score 213 for computer-based test
•          minimum score 80 for Internet-based test

 

IELTS - British Council's International English Language Testing Service:
•          minimum score 6.0 (Academic test)

The test results should not be more than 2 years old.

 

University of Nordland

Studies at University of Nordland (UiN) at bachelor level for 1 or 2 semesters on conditions equal to that of a free-mover student (4 student grants).

Required qualifications:

  • For studies at bachelor level, minimum 1 year of studies in academic subjects at university level.

All applicants must satisfy the requirements for English language proficiency.  Proficiency can be documented in any of the following ways:

  • English as their first foreign language over a period of minimum 7 years at compulsory/upper secondary school

  • English basic course from upper secondary school in Norway with mark 2 or better

  • TOEFL (Test of English as a Foreign Language) with a minimum score of 500 points on the paper-based test or 60 points on the Internet-based test

  • IELTS (International English Language Testing System) with a minimum score of 5.0

    Applicants to programs taught in Norwegian must also satisfy requirements for Norwegian language proficiency.  Proficiency can be documented in any of the following ways:

  • Norwegian (as a second language) in upper secondary school, 3rd year with the mark 2 or better

  • The Norwegian Language Test – Advanced Level, written examination with the mark "bestått" (passed) from the autumn 2009 or a score of minimum 450 points (tests taken spring 2009 and earlier)

  • Level 3 in the Introductory Programme for Foreign Students at the Universities

  • One Year Programme in Norwegian Language and Civilization for Foreign Students.

Application

All applications are made on a special form developed for the scholarship scheme. Applications not made on this form, will not be considered. The application deadline, as well as contact information, will be announced by the Ministry of Education and Science of the Russian Federation.

Eligibility

Only students who are currently enrolled at a regular university study programme or academic staff/teachers at universities or similar institutions are eligible for grants to summer courses. Other grants are available to applicants who fulfil the announced language and educational requirements.

What does the grant cover?

The students will not pay study fees (except a semester fee of approximately NOK 600 per semester). The students will receive a monthly grant equivalent to the rate for Quota students at the Norwegian State Educational Loan Fund (“Lånekassen”). As per January 2015, this is NOK 9785 per month.

Travel costs are not covered (ref. Article 6 in the agreement).

The students will normally be offered student accommodation, for which they pay the rent out of their grant (usually NOK 2 500 – 4 500 monthly).

For summer school participants there are special rates, where accommodation, meals, book support and pocket money is included.
